In this article, we discuss

START 4.0 is supporting the Municipality of Parma in the “Transformative Breakthroughs” project, an initiative funded under the “Sustainable Routes” call promoted by Fondazione Cariparma, with a total contribution of €80,000 aimed at strengthening organisational capacity and fostering innovation in services dedicated to people with disabilities.

The project is designed to improve the effectiveness of Life Projects (PdV) through an evolution of collaboration models between the Social Services Department of the Municipality of Parma, the Socio-Occupational Centres (CSO), managing organisations, and the wider network of local stakeholders involved in care pathways. This integrated system — defined as a meta-organisation — aims to ensure increasingly personalised, multidimensional and coordinated interventions, in line with recent national reforms on disability and long-term care.

Within this framework, START 4.0 contributes its expertise in the digital transformation of public services, supporting the Municipality of Parma in the development of innovative tools and organisational models designed to improve information management, stakeholder collaboration and the monitoring of generated social impact.

START 4.0’s contribution to the project

The Competence Center participates in the project with a specific focus on the development of its digital and organisational components, working alongside the service providers identified by the Municipality of Parma and under the scientific and methodological coordination of Paolo Pezzana, responsible for structuring the service model.

In particular, START 4.0 is involved in:

  • project management activities and support for working groups;
  • the design and implementation of a social impact assessment system for Life Projects;
  • strengthening the capabilities of stakeholders involved in multi-actor governance processes;
  • identifying digital needs and technological solutions to improve social records management and ensure interoperability between existing information systems;
  • developing tools for service cost analysis and management control, supporting organisational redesign;
  • reviewing and updating guidelines for the monitoring of Life Projects;
  • providing technical support in defining shared administration tools to increase flexibility in innovative care pathways.

Organisational innovation and digital tools for more effective services

START 4.0’s contribution is part of a broader territorial welfare innovation process aimed at making services increasingly integrated, personalised and evidence-based. In particular, the Competence Center’s role focuses on designing interoperable digital tools, structuring advanced governance models, and supporting the implementation of monitoring systems capable of enhancing the measurement of social impact.

Through this initiative, START 4.0 confirms its role as a strategic partner for the secure and sustainable digital transformation of Public Administration, providing technological and methodological expertise to support the innovation of public services and improve people’s quality of life.
